Analysis of intensification of marine transport management
The transition of maritime transport to an intensive development path determines the special role of the production management system. Therefore, the analysis of the intensification of economic activity is closely intertwined with the analysis of its management.
The management intensification analysis includes:
analysis of the organizational and production structure of enterprises (general characteristics of the type of structure, specialization, cooperation, concentration and centralization of production processes);
analysis of organizational management structures (study of the correspondence of organizational management structures to the goals and features of the managed facility, the hierarchical and functional structures of the management apparatus, and the relationships between management units);
analysis of management decisions that are the final product of management activities. A special place in the analysis of decisions is occupied by the control of their execution.
The stated conceptual provisions of the production and management intensification analysis block require special consideration and development when creating ASCAMT.
The new approach to the analysis of economic activity dictates the need to intensify the purposeful study and implementation of existing domestic and foreign experience in this field. Unfortunately, our branch of science does not conduct systematic research on the existing experience in analyzing economic activity and its implementation in the industry. Therefore, there is no database and no practical recommendations.
FSA is a universal method. The practical experience of its application has been accumulated in the Ministry of Electrotechnical Industry of the USSR, and is widely used in the GDR. It is advisable to study this method and determine its possible place in the system of analysis of economic activity of maritime transport.
The GDR's experience in organizing analytical work is also of interest. Conducting them at enterprises and plants is regulated by the Rules of organization of the analysis. The Rules specify what kind of analysis should be carried out at the plant, at what time, for which facilities and by which circle of officials, what analytical information is used, and the procedure for conducting the analysis is regulated. An aggregate system for analyzing the economic activities of enterprises has been developed to help the plants.
In NDT, an important importance is attached to the problem analysis, which is carried out before making a decision aimed at finding the optimal option. This type of analysis is combined with economic calculation. It is useful in developing plans.
